Stuart J. Carter, P.E.
Special Projects Manager

Mr. Carter currently manages the Special Projects Department and has more than 15 years of experience in materials engineering including extensive experience with Fiber Reinforced Polymers (FRP) testing. He has been a guest lecturer at the University of Washington on multiple occasions and a presenter at the 2003 Structure Congress in Seattle. He is also responsible for conducting condition surveys, field investigations, non-destructive and minimally destructive testing of concrete and masonry structures, and the development and implementation of testing and quality assurance programs.
